The light energy from the laser or IPL is attracted to pigment, that means tattoo ink, hair follicles, skin pigment (freckles, birthmarks, melasma, rosacea, vascular lesions...) and of course melanin. Melanin is produced in the skin after sun exposure (tan). Even if you don't tan, the melanocytes in the skin will still produce this stuff and will then absorb any light energy from laser or IPL.
